在防控新冠肺炎疫情非常吃劲的关键阶段，习近平强调，要研究和加强疫情防控工作，从机制上创新和完善重大疫情防控举措，健全国家公共卫生应急管理体系，提高应对突发重大公共卫生事件的能力水平。健全公共卫生应急管理体系，是一个复杂的系统工程和巩固完善国家应急管理体系的基础工程。同时，又是一项整体性、系统性、协同性很强的改革任务，既要强化体系建设，又要着力从制度机制层面理顺关系、强化管理，依法、规范、有序推进，必须系统谋划，总体推进，标本兼治，务求实效，其内涵包括诸多方面和诸多领域。
