本书在描述规制理论的发展及食品安全规制体系并对食品安全法律性、经济性、社会性和行政性规制进行分析的基础上，介绍了食品安全行政性规制的优先性，从规制理论的原理视角对激励性规制理论、博弈论、贝克尔理论、耗散结构理论、韦伯官僚制理论、新公共管理理论、公共选择学派进行了分析和借鉴，运用历史文献、分析比较、价值评价、典型个例的方法对比了不同国家和地区行政性规制的法律体系、监管体制、价值标准和监管思路，最后在分析我国食品安全现状的基础上，就我国食品安全行政性规制的战略计划、机构职能、制度改进、技术改进提出一个综合维度的建议。
