本书运用文献资料法、文本内容分析法等对中华人民共和国70年体育政策发展史进行研究。本书共分为九章，涉及竞技体育政策、群众体育政策、学校体育政策、体育经济政策、体育文化政策、民族传统体育政策和退役运动员就业保障政策等，基本囊括了建国70年中央层面颁行的体育政策。我国体育政策数量整体呈上升趋势，表现出政策主题不断分化，政策主体日趋多元，政策内容由粗放到精细、割裂到系统的变迁过程，同时政策法制化、规范化程度不断加深，其演进过程与各个历史时期国家中心工作及时代需求保持同频共振，具有鲜明的时代特征。
