本书主要从族际关系的体系结构出发，结合缅甸不同时期国家建设发展进程，通过例举族际融合、离散的典型案例，阐释族际关系与民族国家构建之间存在的根本联系。根据不同历史时期、不同阶段进程的不同形态，本书将族际关系分为融合体系下的族际关系、离散体系下的族际关系和建构体系下的族际关系，从不同时期族际融合与离散，分析该时期族际关系与国家构建之间的关系，发掘两者之间存在的规律性；并从族群强调“民族权利”和“民族权力等方面，分析缅甸国家内部族群矛盾冲突的根本原因，阐述族际关系与国家构建之间的相互联系。
