申禁差科詔

    隋末喪亂，豺狼競逐，率土之眾，百不存一。干戈未靜，桑農咸廢，凋弊之後，饑寒重切，永言於此，悼於厥心。今寇賊已平，天下無事，百姓安堵，各務稱職。家給人足，即事可期，所以新附之民，特蠲徭賦。欲其休息，更無煩擾，使獲安靜，自修產業。猶恐所在州縣，未稱朕懷，道路迎送，廨宇營築，率意徵求，擅相呼召。諸如此例，悉宜禁斷，非有別勅，不得差科。不如詔者，重加推罰。布告天下，咸知此意。
